Meinwerk was appointed tenth bishop of Paderborn in 1009. With his considerable fortune, Meinwerk contributed to the rise of the hitherto poor diocese of Paderborn. During the 27 years of his tenure he transferred property he owned to it and secured many donations from nobles. Meinwerk promoted the building of churches, founded the Abdinghof monastery, brought important teachers to the cathedral school and promoted art. He replaced the cathedral, which had burned down in 1000, with a new building, which was consecrated in 1015. Stone testimonies of his tireless building activity still characterize the cityscape of Paderborn today. Meinwerk's commitment to the service of kings was extraordinary. He also supported Henry II and Conrad II in their campaigns, especially against the Poles, and in 1014 and 1027 he accompanied them both to the imperial coronation in Rome, which took place in St. Peter's Church in each case. Meinwerk's services were rewarded with numerous royal donations. Paderborn became one of the main residences of the empire. The lot of the poor was also especially close to his heart; it was not enough for him to give alms in the usual way. In times of famine, he bought grain in Cologne and had it distributed in such a way that one part was used for his own needs, one for the people, one as seed grain, and one for the beggars
